Midnight Train to Insomnia

As 8 year residence of Redwood City, we live up Jefferson about a 1/4 mile from the train over-crossing. Lately, even with our double pained window, we are sleeping terribly. Why you ask? The freight train horns. Do y'all hear them? If you live in RWC you can't miss them. From 11:30pm to 4:30am
those horns are blowing hourly and often just minutes apart...  I am at a loss as to what can be done. It hasn't always been like this. We have just noticed it increasing in volume and frequency in the last 6 months. My husband and I can hear them even through ear plugs, if you can believe that.  I am hoping that we are not the only ones on the Peninsula that are being driven crazy by these horns.  We lived in Belmont before RWC also, 1/4 mile from the over-crossing tracks on Ralston, and it we never heard them. 
As a resident, I would love to think that if we, who are being affected by the incessant horns, would come together and sought out what recourse we have, that maybe (who owns the freight tracks?) the powers that be would be able to offer a solution.  I realize the horns are going to deter people from being on the tracks, but with and over-crossing like on Jefferson Ave, they would not have to toot those wailing horns all night.  I don't know, but I just needed to throw this out there... I go to sleep listening to horns and wake up to them..  I can't even imagine what residents east of El Camino hear.
